Mr Steven Respect Shabangu

Director, Public Finance & BI Specialist

Mr Steven Respect Shabangu is an experienced South African public-sector financial executive, personal finance activist, and organisational leader with more than two decades of experience in financial management, budgeting, health economics, governance, training, and institutional development. He holds a BCom in Accounting and Auditing from the University of Venda, postgraduate diplomas in Leadership and Health Systems from the University of Pretoria and Business Intelligence from Regent College, together with further professional certifications.

His career in the Mpumalanga Department of Health began in 2005 as an Accountant and progressed to senior executive leadership, including his role as Chief Financial Officer from 2022 to 2024, where he contributed to improved governance, financial stability, and two consecutive unqualified audits. He also served as Chairperson of the Elawini HOA and Director for the Finance Committee, and he is currently a Director for Competency Academy.

Mr Njabulo Eddie Magudulela

Head of Technology and Data

Mr Njabulo Eddie Magudulela is a certified cloud architect with more than seven years of experience across cloud infrastructure, performance engineering, data analysis and software development. His expertise sits where technology meets institutional decision-making: establishing whether an organisation is ready for the systems it intends to adopt, governing its use of data and artificial intelligence, and measuring whether what has been built performs under real conditions. He holds a BSc in Mathematical Sciences, majoring in Computer Science and Mathematical Statistics, and a BSc Honours in Computer Science and Information Technology, both from Sefako Makgatho Health Sciences University. He is certified by Google Cloud as a Professional Cloud Architect and holds the ISTQB certification in software testing.

He began his career at Wipro Technologies, working across the Google Cloud Platform and Microsoft Azure, before joining Liberty Group South Africa as a Performance Test Engineer, where he tested enterprise financial systems under load and translated the findings into recommendations that business and technical stakeholders could act on. He has since practised independently as an architect and developer, designing and deploying cloud-hosted business platforms for clients in the hospitality and education sectors, including a system that runs in production today. At Competency Academy he is Head of Technology and Data, leading the Academy's technology, data and artificial intelligence practice and advising institutions on adopting only the technology that measurably improves a decision they are already trying to make.

Our mission

To close capability gaps between policy intent and institutional delivery — equipping leaders, practitioners, and technical teams with the skills, networks, and knowledge to perform at a higher standard.

We work across government departments, state entities, and private sector partners, designing engagements around the specific reform or challenge at hand rather than one-size-fits-all training.

How We Work

Three principles guide every engagement

Institution-specific

Every programme is scoped to the reform, system, or challenge the partner is actually facing.

Practitioner-led

Facilitators and technical specialists bring direct implementation experience, not theory alone.

Built to last

Resources and networks are designed to keep working long after an event or workshop ends.

“Capability is built through consistent, practical engagement — not a single event. That’s the standard the Academy is designed around.”
